The U.S. Department of Commerce has issued preliminary antidumping duties on hardwood plywood imports from China, Indonesia and Vietnam, a move praised by the Coalition for Fair Trade in Hardwood Plywood and leaders across the domestic hardwood and decorative plywood industry.

In a March 12 update, the Decorative Hardwoods Association (DHA) highlighted the decision as an important development for U.S. manufacturers facing long-standing pressure from unfairly traded imports.

“This decision by the Department of Commerce is another critical step in leveling the playing field for U.S. hardwood and decorative plywood manufacturers and combating the spread of unfairly traded imports,” said Tim Brightbill, lead counsel to the Coalition for Fair Trade in Hardwood Plywood. “The domestic industry has been harmed for decades by dumped and subsidized hardwood and decorative plywood.”

According to DHA President Keith Christman, the preliminary antidumping duties, when combined with countervailing duties, represent a significant step toward protecting U.S. hardwood plywood producers and the communities that depend on them.

“These duties, combined with the countervailing duties, are important steps to prevent the continued destruction of the U.S. hardwood plywood industry and our rural communities,” Christman said.

The announcement underscores ongoing trade tensions surrounding imported hardwood and decorative plywood and their impact on the U.S. wood products manufacturing sector. DHA also noted that Brightbill is expected to discuss the latest developments in trade policy and litigation at the association’s annual meeting.

The DHA 2026 Spring Conference & 105th Annual Meeting will be held in Asheville, North Carolina, from Tuesday, May 12, to Thursday, May 14, 2026. Registration is open.
